Morgan Drive Beach Access Park is a small Belleair Beach entrance. It can be useful for an angler staying nearby, but it is not a separate destination with its own deep-water fishing habitat. The practical questions are parking, beach rules and the water in front of the access.

Confirm the Morgan Drive entrance and parking
The city lists this access at Morgan Drive and Gulf Boulevard. Check the current parking conditions on arrival. Do not assume a permit or payment rule from another Belleair Beach access applies here.
Keep tackle off the walkway and use the established route to the sand. Once there, identify swimming boundaries and any fishing restrictions. A public path gets you to the beach; it does not guarantee a place to cast through people using the water.
Read the beach before setting a rod holder
On a permitted open stretch, look for a trough close to shore or a break in a sandbar. Place a small shrimp bait there first. Whiting can feed in surprisingly shallow water, so a maximum-distance cast is not automatically an advantage.
Pompano are another seasonal possibility. Try a sand flea or small bait strip if conditions and local activity suggest them. Change one part of the rig at a time, such as bait size or casting distance, so you can learn what produces bites.
Pack for a short residential-beach visit
A manageable 8-9-foot surf rod, 4000 reel, 15 lb mono and 25 lb leader suit moderate conditions. Use small hooks and lead within the rod's casting limit. A compact bag with spare leaders is easier to move than several rods spread along the beach.
Keep bait shaded and collect every hook sleeve and line clipping. Bring pliers and a measuring tool if keeping fish is part of the plan. Have the rules checked before you retain anything rather than trying to identify a fish after it is in the cooler.
Move when the space changes
People can enter the water from the same access throughout the day. Retrieve lines early and relocate if the casting lane disappears. The broader Belleair Beach guide explains the nearby shoreline choices; Clearwater's managed fishing facilities are a different option when a beach session does not fit the day.
A compact packing list
| Pack | Starting choice |
|---|---|
| Rod and reel | 8-9-foot surf spinning rod; 4000-size reel |
| Main line / leader | 15-20 lb mono; 25-30 lb leader |
| First bait | Small shrimp piece; seasonal sand flea or bait strip |
| Casting weight | Within the rod rating; only enough to control the rig |
